A probable cause affidavit confirms that a Terre Haute “panhandler turf war” has actually been going on since last year. Authorities have arrested sixty-two-year-old William Fletcher following a series of violent, localized attacks. Court documents show Fletcher systematically stalked a rival Panhandler over several months, shooting him and his vehicle with a high-powered BB gun to drive him away from lucrative spots along South U.S. Highway 41. Investigators say Fletcher threatened to cut the victim up with a machete and fill him with bullets if he continued to hold up signs in the area. Fletcher is now being held in the Vigo County Jail on a twenty-five-thousand-dollar cash-only bond, facing multiple felony charges including stalking and battery with a deadly weapon.
